A quick spanking is right in first sight only. Spanking the girl at very instance of her misbehaviour leads to lose of confidence. Spanking isn't so common as years ago so both the disciplinarian and the girl try to keep the discipline in private.

When the girl and her disciplinarian are outdoors alone or in company of people for whom their discipline isn't a secret it's probably the only situation when the quick spanking is possible.
Quick spanking can't be applied as a main disciplinary approach since most girls associate the pain and sham not with hteir own misbehaviour but with the disciplinarian's personality. As a result the girl is trying not to change herself but avoid the disciplinarian's attention.
